Obyedinennaya Registratsionnaya Kompaniya has been operating as registrar since 1996 on the basis of license №10-000-1-00314 issued by the Federal Commission for the Securities Market as of March 30, 2004, and is a member of the Professional Association of Registrars, Transfer Agents and Depositories (PARTAD).

Professional liability coverage is provided by Ingosstrakh insurance company.

On December 13, 2005, CJSC Registrar-Svyaz, the former registrar of the Company, ceased its business activity by way of merging into Obyedinennaya Registratsionnaya Kompaniya. All rights and obligations of Registrar-Svyaz have been transferred to Obyedinennaya Registratsionnaya Kompaniya, including the title of the Registrar of Rostelecom.
